Chechen Rebel Leader Seeks 3-Way Talks MATTIAS KAREN, Associated Press Oct 30, 2004 STOCKHOLM, Sweden - A representative of Chechnya's rebel leadership called Saturday for an international administration that could govern the breakaway Russian republic of Chechnya until a political solution is reached. Umar Khambiyev, a leading spokesman abroad for rebel leader and former Chechen President Aslan Maskhadov, said the only way to end the war in Chechnya is to have three-way talks between Russia, Chechen separatists and an international body, such as the United Nations or the European Union. "We're ready to sit down at the negotiating table at any time," Khambiyev said at a conference in Stockholm on how to bring peace to Chechnya. "Thirty minutes with (Russian President Vladimir) Putin is all it would take to stop the war and solve all the problems." He added that "Chechens are ready to forgive and forget everything that's happened. But we cannot lose our native land. We will always fight for that."
Chechnya is suffering its second war in a decade. Russian forces pulled out in 1996 after a disastrous 20-month battle with separatist rebels but returned in 1999. Russian embassy officials backed out of the conference after Khambiyev, who was health minister under Maskhadov, accepted an invitation to address participants in his first visit to Sweden. A Swedish Foreign Ministry representative also canceled a planned speech, citing family reasons. Khambiyev said Maskhadov would be willing to give up any claim of power to an international administration while negotiations with Russia took place. "If that then takes five, 10 or 20 years, that's fine," Khambiyev said. "During that time, Chechnya would be under international guardianship, and we could democratize the region [The Koran violates - international law....and the international body refuses to condemn it].... I realize that many may see this as unrealistic and unattainable, but then again, no one believed that the Soviet Union would collapse." Calls for a similar solution have been made by other Chechen separatists but have not been embraced by Russia. Khambiyev said it is now up to the international community to push for such an administration. "Right now, the outside world is our only hope," he said. The conference was sponsored by the Swedish Peace and Arbitration Society. Khambiyev's speech marks the first time a representative of Maskhadov's separatist leadership has visited Sweden. However, he will meet with no Swedish government officials. Maskhadov, whom the Kremlin is trying to capture, was elected president of Chechnya in 1997 when the region had de-facto independence after the humiliating withdrawal of Russian troops. who had been under a vicious bias verbal attack by the 'rights' groups - who are a major part of the world body. The 'rights' groups continually attack with ear deafening roars - to condemn violence and discrimination - yet - they keep defending these:
Russia's army returned to the region in 1999 after Chechnya-based fighters [Muslims] made incursions into the neighboring Russian province of Dagestan and after about 300 people died in apartment bombings blamed on the separatists. The Kremlin has refused any negotiations with the Chechen rebels and has sought to depict the struggle against them as part of the global war on terror. And now - they feel they have the right to take a piece of land from Russia - only to give it to the tree that loves bloodshed.
